How so?

That is not unclear at all. There has never been a suggestion that
either interpreting a GPL program using a non-GPL interpreter, or that
one programming running another (not using include()) is a problem.
Most of the GNU utilities on every linux system are GPL after all, and
they are called from plenty of non-GPL programs. I'd like to avoid a
legal discussion, since no-one here has the expertise required, but
that suggestion is pretty far fetched.

Yes, and we are trying to have a discussion about changing that for
benchmarks, since the original reasons for the GPL ban are not
relevant here.

Finding applications to benchmark is extraordinarily difficult, and
takes a lot of work. If you think its easy, please head over to
http://wiki.php.net/rfc/better_benchmarks
and make some suggestions.
Thanks,
