I'm not advocating for or against the GPL. I'm just saying that
benchmarks take work and are hard to come by. It would be simpler for
us (people working on benchmarks) if some benchmarks were not banned
because of their license.

I'm trying to ask if an exception could be made, since we have a good
reason to do so.

That would be ideal. I know this was mooted before, but I'm not sure
what happened? Alexander?

I looked through php-internals for the word GPL, and found some cases
where extensions and PECL libraries had to be removed because they
were GPL. Naturally, C libraries must be linked which triggers the
GPL. I found no discussion on having PHP source code which is GPL. I
also couldn't find where the rule was made that there would be no GPL
code in CVS. I'd be happy to look closer if you have more specific
suggestions.
Thanks,
Paul
