We need to make sure the release notes mention this issue; and that gnu m4
will fix it.
I know a couple people running PHP on OpenBSD who will want to upgrade to
4.0.2 when it releases

Nope, just let them fix their build tools. If a user depends
on being able to run buildconf on a broken system, she shall
install GNU m4 (it is probably easily available through the
OpenBSD ports mechanism).
