Well, only ISO-8859-1, UTF-8 and US_ASCII are supported by the XML extension in PHP, which the soap library relies on. You should simply be able to use the xml_utf8_encode function, but if that doesn't work, I'm not sure what I can do about it. The ISO-8859-* encodings can map down to ISO-8859-1 just fine without any 'conversion' of the data, which should work for the transport layer, and as long as both ends know to treat that data as ISO-8859-8, you should be ok.
