XML and XSL is often to intelligent technology for simple tasks. You can also have look at JSP (Java Server Pages) which have something called template librarires. Template library is a set of defined tags, which you can use in your files. Each tag is mapped to call of some code (in JSP this is some Java class or bean component). This approach is unable to define your own separators of templates from surrounding HTML code, but have ability to use tag libraries in several files.
