After a almost 2 years of working on thread safety issues, server
abstraction layers, a complete rewrite of the engine, it's been decided
to scrap the whole idea and just do apache linux modules.

PHP != ASP.
PHP on win32 will always be behind unix as there are (many) more
developers working on unix than windows. Simply a fact. Great pains
are/have been made to have php work under windows just as it does under
unix. Don't expect completely working win32 server modules for 4.0
release. I have been able to make a faily extensive database driven
site work under isapi just fine, but I certainly wouldn't consider it
for a production system yet.
