I think Shane mean that it *hasn't* been decided to scrap the whole idea

We are commited to IIS and have done and are still doing a lot of work in
order to make it work well. There are some multi-threading issues which
haven't been resolved 100% which effects IIS, NSAPI and any other
multi-threaded web servers. They have mostly been addressed but they won't
be completely addressed and tested for PHP 4.0.0. It will take a bit more
time and a few sub-versions (remember that sub-versions are released quite
frequently).
Of course, we are always looking for more testers for the ISAPI module
because the more it is tested the more comfortable we feel with marking it
"release" quality.
