I think the document is good as a single unit; Don't you? Perhaps the name 'Release Notes' isn't good, but I think it's most descriptive.

With our historical burden of setting release dates, I think we should be a bit more defensive than saying "within a few months". This is perceived as "in september". What about "Q4 1999 or Q1 2000"?

I think we have no idea when it will be out. We know it's not in the range of years but in the range of months.

And some nitpicking, the "4" in the PHP 4 logo looks really awkward. :-)
