Note that user notes are automatically allowed, there is no human
intervention between submitting the note and having it visible on the
sites. The stage where people get involved comes later, which is why a
note will initially be visible and then "disappear" if it was
deleted/rejected. Hopefully that makes it clear that the process was
not someone approving your post only to have someone else later remove
it.

Emails are only sent out if the note is rejected (different from deleted).

I cannot state definitively why your note was deleted (maybe Dan
will), but we generally follow the guidelines set out on
https://doc.php.net/php/dochowto/chapter-user-notes.php,
which
includes the points you mention as reasons for removal.
