Well I don't know if this helps, but I do have that setup running except
it's on a unix box, not windows. And it works great. So I assume that php4
and phpMyAdmin are working together correctly. Probably you should look
through your phpMyAdmin config file as well as phpinfo() to make sure you
don't have something weird going on.
