I had the same problem. I suggest you rename phpisapi.dll and reboot. Hopefully that will give you the IIS manager back. You might also try remarking out all the added extentions in php.ini then add them back one by one. That way you can see if it is one of the extentions that is causing your problem (that was what my problem was).
