I had the same problem. I've had PHP 4.0.0 running as ISAPI for over a month
with no problems on our development server. I tried updating to PHP 4.0.1
last week with disastrous results like yours. IIS 5.0 no longer works. The
Internet Service Manager hangs on trying to access the web sites. Even the
computer manger hangs on trying to display the services. The services MMC
does work though, even though it won't let you stop IIS admin Services. This
allowed me to disable the service, so after a reboot it wouldn't
automatically start IIS. This step was important since I could replace the
PHP 4.0.1 dll's with the old PHP 4.0.0. This worked. I restarted and
re-enable the service and everything was working again.
I tried updating again today to PHP 4.0.1pl2 and had the exact same problem.
I even tried removing all of the PHP mappings and filter setting, rebooting,
adding the setting again,(some additional attempts included renaming c:\php4
to c:\php, also tried it only as a CGI) and the same hang problem occurred
again ...
NT 4.0 resource kit had a kill.exe command. This command was great for kill
any process running. It appears to have disappeared in Win 2000. the closest
matches appear to be wrkill.exe (I can't get this running, it keeps
complaining about RPC not running, even though it is) and ptreeg.exe which
need to be installed after installing the Win2000 resource kit. (Find
ptree.exe) Using ptreeg allows you to stop the inetinfo service that is
hung. The inetinfo is auto restarted instantly, but won't hang if you don't
access anything. It will then respond to the conventional stop service from
the services MMC.
When I have another hour to spare, I'll try removing the php.ini before
upgrading. This is far from a desirable (or usable) solution.

Well, I seem to have solved my problem. I had to start in safe mode and
delete php.ini from the winnt directory. Although I don't think this is
a very good solution because know I can't use the php.ini file for
configuring php. Does anyone know of the solution here?
