Do you have any lines in your httpd.conf that begin with "SetEnv" ? If
not, you'll need to add these two:
SetEnv TNS_ADMIN "path\to\dir\containing\tnsnames.ora file"
SetEnv ORACLE_HOME "path\to\oracle home"
Both of these directories need to be local - ie: not a network directory.

You don't want to have $SID in your shell; esp. if you need to access
multiple databases. It is better if you remove $SID, and just define
ORACLE_HOME and TNS_ADMIN.
