Even though I love mySQL I cannot recommend it for an eCommerce solution. While mySQL is great in many respects, it has some major lacks. Worst of all is lack of transactions which means that an order, for instance, can be partially finished due to a breakdown. Other serious lacks are referential integrity and stored procedures which one may argue is not a problem if you do your software right the first time (even though lack of referential integrity and not being able to put a manaul procedure in a transaction is a dangerous combination). In terms of performance though, mySQL is great it is very fast and seem very reliable. I love PHP but if one is determined on running NT Servers, ASP should be considered. ASP has a superiour integration with MS Backoffice such as MS Transaction Server and MS SQL 7. I would put it this way: If costs and flexibility is the major issue (it is for me), I would go for PHP and mySQL (Oracle if only flexibility). If software costs is not a major issue and you are sure you want to lock yourself to a windows platform, ASP should really be considered.
