A lot of people aren't really interested in fixing bugs (and won't subscribe) but when they by chance see a bug they can deal with, they do it. And yes, the answer people hate, what I do is filter the bug reports from the Email on the list and have two folders. I look at both folders but I really do think that people on php-dev should get the bug reports. Otherwise, they are on the wrong list and they should be on php-general.
Anyway, it seems like the better approach in the logical perspective is to split the list, but there are good arguments either way, so I have a feeling we'll never reach a clear decision and things will just stay the way they are.
