AM_PROG_LIBTOOL error

I was using PHP4 RC1 and everything was fine. I installed PHP4 PL2 and can
no longer do a buildconf successfully. I get this error:
aclocal: configure.in: 748: macro `AM_PROG_LIBTOOL' not found in library
make[1]: *** [aclocal.m4] Error 1
make: *** [all] Error 2
However, I can go back to the source dir that has PHP4 RC1 and do a
buildconf successfully. I can't make heads or tails of the spaghetti that
autoconf makes. How can I fix this?
