I agree with him insofar that simple things should be simple. But in my opinion complex things still should be possible. They should not be banned from a language or an architecture just because they are nontrivial.
They should be, if they require the simple things to be made much more complex. I'm all for evolution (which means improving on the existing infrastructure, as opposed to redesigning from scratch). Rasmus made a perfect argument when it mentioned Apache 2.0. In which commandment does it say that all of the features you were talking about belong in PHP?
