Basically, it sounds good. We should not restrict us to files, since
supporting shared memory has become much easier (I'm thinking of the mm
library here).
The scheme for this could be as simple as the one used for data storage
containers in PHPLIB 7. They only contain functions for starting/stopping,
locking, reading, writing, deleting entries and gc (garbage collection). This
can be easily implemented by using files, but leaves a backdoor open for other
extensions.
