Also keep in mind that a whole whack of ISP's run PHP under cgiwrapper or
suExec. Unless we open up the umask, a request to one particular user's
page is not going to be able to clean up files from another user's
session.
(Sorry for dropping off the face of the earth for a few days. I got stuck
in Montreal a day longer than expected)
