I recommend setting up your own development server if you can, or use theirs
if it has unique features, etc. Handle production server hosting as a
separate issue. The customer can have you set something up for them
in-house or they can go with a hosting service - whatever you recommend.
Your recommendation will most likely be tailored to each individual
situation.
