I think it depends on who does it. I know there's a company in my old town
in upstate NY where they will hold your server for you - you own the server,
they supply the battery backups, temperature control, etc. Then you also
use them as an ISP. It's kind of the best of both worlds if there are other
places that do it. I have a friend who runs a freelance web business and
keeps his server there.

If you need a dedicated server then you should get a static IP for starters
and have it in you home. The cost for a dedicated server from an ISP is
quite expensive, plus you do not have all the admin access rights you would
at home.
This is good and bad. You can screw stuff up if you play around alot.
Also, get a domain and start talking to people.
