If you need a dedicated server then you should get a static IP for starters and have it in you home. The cost for a dedicated server from an ISP is quite expensive, plus you do not have all the admin access rights you would at home. This is good and bad. You can screw stuff up if you play around alot. Also, get a domain and start talking to people.
