$HTTP_POST_VARS should *always* exist if:
a) Your PHP version is greater then 4.0.2
b) If not (a), then track_vars directive = on
Those are the only conditions. Btw, it's not
a "superglobal" so it won't be seen inside
a function without "global". On a related
note, it'll be an empty array if no POST data
exists.
This predefined variable has not been eliminated.
