You were correct before.

This note essentially says to use a predefined variable and
not rely on register_globals = on. This note is incorrent as
it's not a version issue, it's a PHP directive register_globals
issue. It's based on the fact that the default value went
from on to off in 4.2.0. This note will be deleted and the
docs will be updated.
