Ok - I admit - I cheat. I compile apache to support DSO's and once that's done,
I forget about it and just work with PHP. The DSO method incurs a 20% startup
penalty (may take 1 - 2 seconds to start) and a very minor performance penalty
(get that back by restricting the places where apache looks for htaccess)
