The words 'hogwash' spring to mind, but that's just me. *easy* way to test this is to simply search for 'index.php3' on a few search engines - I tried google, altavista and excite, for example, and in the result sets they returned, there were inevitably some URLs that had 'index.php3' or some other 'dynamic' ending to them. They seem to be wanting to get you to agree to them redoing your pages in a 'search engine' friendly manner. This may or may not be worthwhile, but I'd be distrustful of a company that made such a bold statement that is so easily refuted.
