This is standard behavior for most of the config parameters. The lib/ and
include/ directories are assumed. What --with-gd specifies is the base,
or prefix directory to look in.

That symlink is provided by the libjpeg-devel package, which I would've
assumed you already had installed since you mentioned that it did build
successfully. However, just to be safe, try rpm -q libjpeg-devel.
