$ ./configure --help|grep jpeg
--with-jpeg-dir[=DIR] jpeg dir for cpdflib 2.x
--with-jpeg-dir[=DIR] jpeg dir for gd-1.8+
--with-jpeg-dir[=DIR] jpeg dir for gd-1.8+
--with-jpeg-dir[=DIR] jpeg dir for pdflib 3.x
The --with-jpeg-dir parameter is used by several apps. Each one mentions
it, which is possibly a point of confusion. In any case, the
user-contributed comments are quite often correct. So yes, you need the
--with-jpeg-dir parameter.
