If I put this at the top of a page where the value of pu_ssn is passed
as either a GET or POST, the Cookie is not set.

$pu_ssn = $HTTP_GET_VARS[pu_ssn];
setcookie("ssn", $pu_ssn, time() + (60 * 60 * 24 * 30));
?>
I believe that is caused by the fact that there cannot be any PHP code
before the "setcookie".
