AFAIK that should not be the case, you just can't _output_
anything (including other headers, because a cookie must
be the first header for a resource... IIRC).
However:
no error message?
what about error related settings?
do you have display_errors on, and
error_reporting E_ALL (just in case)?
what if you try
setcookie("ssn", $HTTP_GET_VARS['pu_ssn'], time() + (60 * 60 * 24 * 30));
?
