cURL is a third-party application that allows you to talk to a server (in
the way yo uwould talk to a server using fopen()) except securely using SSL.
authorize.net's CGI program that they use to let you talk to their servers
runs on a SSL Server, so without cURL or equiv, you can't talk to it at all.
