The INSTALL file shipped with each distribution is always the most
accurate.

Don't use --prefix. For RedHat use --with-layout=RedHat instead.

Not, this is showing you how to copy you php.ini file into place. To copy
your httpd binary, use: cp httpd <destination>

That's correct. But I would suggest you use the dynamic build. You will
have less problems upgrading and adding new features, etc.
