I just committed a bare-bones INSTALL file to CVS. Please
add/delete/modify the instructions on the file to cover more edge cases.
Steph: If you think, there are people out there who are crazy enough to
compile PHP-GTK 2 from the tarball on Windows, then you could probably
add some information specific to that in the INSTALL file :)
