I had the same problem when setting my local search, to test your settings
you just have to change this line in include/mirrors.inc
"http://gr2.php.net/" => array("GRC","ACE-Hellas
S.A.",FALSE,"http://www.ace-hellas.gr",1,FALSE,"en",MIRROR_OK),
to
"http://gr2.php.net/" => array("GRC","ACE-Hellas
S.A.",FALSE,"http://www.ace-hellas.gr",1,TRUE,"en",MIRROR_OK),
the sixth parameter tells if the mirror has local search support or not
That used to be used sometime ago to determine if you can run a local search or not, but that is *not the case anymore*. BTW that file will also get updated (or if not, then it is a problem) after an rsync, so modifying it is not an option.
