Exactly my thoughts. Additionaly:
If we make PEAR a single framework, it will become yet another
framework and people will not use it, since they are already
doing a good job in using PHPLIB or BinaryCloud. PEAR has to
be something totally new in the PHP community in order to become
accepted and used.
