I think a controller class to create/delete/modify perms/users would be
great. I'm not talking about a frontend, just a controller, with methods
that could be called by other frontends.
But the most important thing IMO is a light container. I don't think you
need to keep the same table structure for this one. First, it might be good
to get rid of implied, subgroups, languages, area, area_admin. Just keep
user, right, group, perm.
Then, for a medium container, add areas and, optionally, languages.
