Well recently we had a few packages that were accepted just because they
had implemented a certain feature that an existing package did not yet
have, but there was not really a different approach or even goal.
A different API is not enough IMHO for example. Adding a package with
the same approach just because the existing package doesn't have a
driver for a certain backend is also not a good reason IMHO.
The differences should be very dramatic before I would think it makes
sense to add another package that addresses the same needs.

Well I don't think that this is wise. Obviously the decision about if to
merge is up to the developers. But the alternative is not a new package!
If all the package has to offer is some candy and a different API.
