Apart from that, what you say makes sense but i think it should be apart
from pear. I mean somebody (or a group of people) can try to create such a
repository, providing they get enough of fellow developers to put code into
it. But pear should exist on its own, not as five-stars classes in the
middle of a mass of not-so-good code.
