Ideally, yes.
Unfortunately, not many PEAR packages are well documented (especially
in this respect). Hopefully, this will start to change, especially
now that phpDocumentator makes it so easy to include more verbose,
literate documentation in packages than was previously being generated
from just the PHPDoc comments.
