Hmmm... How about deleting everything that's not been worked on for a
certain amount of time? (say 4 months)... After all, the only people who can
commit will be those with CVS accounts and they should know better than
using it as a simple scratch pad...
On the other hand, it might turn into the garbage dump you mentioned, in
which case I'm against it, too. And in addition, it would create a class
system, where people with CVS accounts are privileged (may or may not be
good). However, having a separate CVS directory for patches sounds like a
good idea (maybe pear/patches), and maybe that would be sufficient...
