have been approved. CVS should be used for dev purposes. CVS allow TAG, then you can work on a perpetual dev/test versions if you like to. Tags and branches are nice for code changes, but not for concept changes.(or why has the CVS a php3 and a php4 module?). Having a special CVS-directory for experimental stuff means: it is easy to follow what is new, it gives more attention.
For experimental sources and/or new things, there are plenty of free hosts or people have personnal webserver on their own company. But this results in a real problem from an users point of view. A user thinks in Packages, not in Maintainers. I does't want to have twenty different CVS-Accounts, because i want to support experimental code of different PEAR-Packages.
