XML_RPC isn't a "real" PEAR package, but it is taken from usefulinc.com,
where Edd Dumbill is maintaining it. Thus you should discuss development
with him directly. We only kinda mirror the package in PEAR, because
IIRC Stig needed it for basing pear.php.net on it.
