In response to your first paragraph... A lot of people here think they're working in an open source project, yet how many patches to things like the core and other various projects remain unapplied, or even unaddressed? I can count many patches that have been completely ignored by the list and the core developers. Those people are ignored, there stuff isn't applied, packages get shot down left and right here because certain people don't like it, but then there is the one who just does it without going through the crap and BS others have to. Just seems a little unfair.
Initiatives are applauded, at least I hope so, however, the way PEAR is setup, its like your local town hall and we have to deal with that until the practice of PEAR is somehow formally changed.
By adding that text to the package proposal text, you mean specifically for the DTD class? That seems fine, only your core folk can touch it -- but it still should have probably been addressed and discussed more thoroughly on the list. I'm still waiting for that vote to give it a +1 or -1 like has been standard.
Please don't take offense to my message, I just felt like I'd toss my 2 cents onto the table.
