I don't really know that...
It seemed somehow useless to me but perhaps there are many people
using this class, so I added just a factory for my implementation

I proposed most of this classes prior as File_HtPasswd and
File_HtDigest now implemented as File_Passwd_Authbasic and
File_Passwd_Authdigest.
I mostly did this because Mika Tuupola suggested to extend the
existing File_Passwd, but I was not very happy with the original
class and it's API.
