AFAIK, all XML-RPC functionality of the PEAR installer is in Remote.php. I don't know when it was added, but the current version uses the xmlrpc extension if it's available, or otherwise defaults to the XML_RPC package. It's on my todo list to make XML_RPC use xmlrpc if it's available, but my time for major PEAR projects like this is limited ATM.
