I think you got something wrong. We are talking about package proposals.
For a proposal there is no need for package.xml and it is not available.

By the way, http://preview.pear.php.net/ takes you to the
preview site
(and allways did), since the preview site is a 1:1 copy of pear.php.net,
except it contains PEPr, since you can see a link "Browse Proposals" on
the main site and if you even logged into that site (using your normal
pearweb account) you can create a "New Proposal" from there.
