Stable, proven and working. Yet completely useless under IIS or any of
the other webservers PHP/PEAR runs under. PEAR is about standards,
interoperability and compatibility - not catering to just Apache.
I, for one, like the idea of having a psuedo standard for parsing URI's
into API/framework calls. Although, this is beginning to sound somewhat
like the point of XML-RPC and SOAP.
