Well, sort of. The manual states that after a package proposal is approved,
the developer should get a pear.php.net account, and links to the account
request form.
However, since a developer has to have a limited account in order to submit
a proposal to PEPr, that doesn't really make sense.
There's nothing in the manual indicating how to get your proposal-only
account upgraded to a full account after a package proposal is accepted.
