The manual states that after a package proposal is approved, the developer should get a pear.php.net account, and links to the account request form. However, since a developer has to have a limited account in order to submit a proposal to PEPr, that doesn't really make sense. There's nothing in the manual indicating how to get your proposal-only account upgraded to a full account after a package proposal is accepted.That, plus an automatic e-mail to the developer explaining the next steps would probably help get packages out of "approved" status and released on the site much more quickly.Isnt this stuff covered in the manual?
