Tobias and I are working on a New Maintainer's Guide, which will cover
the new (PEPr-based) way of contributing packages. It isn't finished
yet, but adventuresome people can have a look at the Docbook source at
http://cvs.php.net/cvs.php/peardoc/en/guide/newmaint/.
